“FUND FOR THE REGIONAL DEVELOPMENT OF CHINA–ARMENIA RELATIONS”
The Fund was established in 2019 as a multifunctional financial, investment, and agency organization with a broad scope of activities. The Fund was created with the support of the Government of the Republic of Armenia (hereinafter referred to as RA). The founder and 100% owner of the Fund is Candidate of Technical Sciences and Doctor of Economic Sciences Sergey Ivanovich Avanesov.
The goals of the Fund are to expand and strengthen trade, economic, cultural, and educational ties between the People’s Republic of China (PRC) and the Republic of Armenia (RA) in the areas of attracting financing for specific sectors, developing trade, establishing joint enterprises, banks, insurance and leasing companies, conducting direct payments in mutual settlements without the use of the US dollar, facilitating and supporting the attraction and implementation of investments, and improving the economic climate in both countries in general.
Since its establishment, the Fund has been striving to promote the development of cooperation between the PRC and RA in the fields of economy, science and technology, culture, trade, and education. The Fund participates in the implementation of the “One Belt, One Road” initiative.
The Fund has signed “Cooperation Agreements” and “Memorandums of Cooperation” with major state and private companies, which is reflected on the Fund’s website: www.chinaarmenia.am.
The Fund is carrying out extensive work to restore historical facts related to the glorious son of the Chinese and Armenian peoples, Vardan Mamikonyan. It has been historically proven, including by contemporaries, that V. Mamikonyan had Chinese roots. The release of a magazine and a series of documentary films dedicated to Vardan Mamikonyan is planned.
The Fund has established strong business relations with banks and insurance companies in the PRC, RA, and Hong Kong in order to provide financial services in the fields of financing and international trade.
The Fund attracts companies to Armenia that are engaged in the production and installation of mobile parking systems, as well as companies involved in construction work of a wide profile. For these programs, the Fund attracts targeted financing.
The Fund’s plans include the creation in Armenia of a Center of Traditional Chinese Medicine (TCM), the opening of branches of Chinese universities and banks in the Republic of Armenia, and many other areas of cooperation.
In order to provide high-quality services, the Fund has registered its own subsidiary companies in Chengdu (“Armenia China (Sichuan) Business Services Co., Ltd”), Beijing (“Beijing Daxing Trade Information Consulting Co., Ltd”), and Hainan (“Hainan Trade Industrial Co., Ltd”). Detailed information is presented in the section about the Fund’s subsidiary companies.
The Fund promotes the creation of technoparks in the territories of the PRC and RA, the increase of trade turnover between the countries, the exchange of advanced technologies, the financing of new developments, the attraction of grants, and cultural exchange.
Of great importance is the meeting between Nikol Pashinyan and Xi Jinping in China, which took place in the city of Tianjin at the end of August and the beginning of September 2025, during which Armenia and China established a strategic partnership.
