The Fund for the Regional Development of China–Armenia Relations was established in 2019 with the support of the Government of the Republic of Armenia. Founded and fully owned by Dr. Sergey Ivanovich Avanesov, the Fund serves as a multifunctional financial, investment, and development organization dedicated to strengthening cooperation between China and Armenia.
The Fund promotes trade, investment, finance, technology, education, and cultural exchange between the two countries. Its activities include attracting financing for key sectors, supporting joint ventures, facilitating international trade and settlements, improving the investment climate, and contributing to the implementation of the Belt and Road Initiative.
Through cooperation agreements with major public and private organizations, the Fund has built strong partnerships with banks, insurance companies, and businesses in China, Armenia, and Hong Kong. It also supports infrastructure, construction, technology, healthcare, and educational projects, including plans to establish a Traditional Chinese Medicine Center and attract Chinese universities and financial institutions to Armenia.
To strengthen its international presence, the Fund operates subsidiary companies in Chengdu, Beijing, and Hainan. It actively promotes technoparks, innovation, trade growth, grant financing, and cultural initiatives, including projects dedicated to the historical heritage of Vardan Mamikonyan.
A significant milestone in China–Armenia relations was the establishment of a strategic partnership between the two countries following the meeting of Armenian Prime Minister Nikol Pashinyan and Chinese President Xi Jinping in Tianjin in 2025.
