“FUND FOR THE REGIONAL DEVELOPMENT OF CHINA–ARMENIA RELATIONS”
The Fund was established in 2019 as a multifunctional financial, investment, and agency organization with a broad scope of activities. The Fund was created with the support of the Government of the Republic of Armenia (hereinafter referred to as RA). The founder and 100% owner of the Fund is Candidate of Technical Sciences and Doctor of Economic Sciences Sergey Ivanovich Avanesov.
The goals of the Fund are to expand and strengthen trade, economic, cultural, and educational ties between the People’s Republic of China (PRC) and the Republic of Armenia (RA) in the areas of attracting financing for specific sectors, developing trade, establishing joint enterprises, banks, insurance and leasing companies, conducting direct payments in mutual settlements without the use of the US dollar, facilitating and supporting the attraction and implementation of investments, and improving the economic climate in both countries in general.
Since its establishment, the Fund has been striving to promote the development of cooperation between the PRC and RA in the fields of economy, science and technology, culture, trade, and education. The Fund participates in the implementation of the “One Belt, One Road” initiative.
The Fund has signed “Cooperation Agreements” and “Memorandums of Cooperation” with major state and private companies, which is reflected on the Fund’s website: www.chinaarmenia.am.
The Fund is carrying out extensive work to restore historical facts related to the glorious son of the Chinese and Armenian peoples, Vardan Mamikonyan. It has been historically proven, including by contemporaries, that V. Mamikonyan had Chinese roots. The release of a magazine and a series of documentary films dedicated to Vardan Mamikonyan is planned.
The Fund has established strong business relations with banks and insurance companies in the PRC, RA, and Hong Kong in order to provide financial services in the fields of financing and international trade.
The Fund attracts companies to Armenia that are engaged in the production and installation of mobile parking systems, as well as companies involved in construction work of a wide profile. For these programs, the Fund attracts targeted financing.
The Fund’s plans include the creation in Armenia of a Center of Traditional Chinese Medicine (TCM), the opening of branches of Chinese universities and banks in the Republic of Armenia, and many other areas of cooperation.
In order to provide high-quality services, the Fund has registered its own subsidiary companies in Chengdu (“Armenia China (Sichuan) Business Services Co., Ltd”), Beijing (“Beijing Daxing Trade Information Consulting Co., Ltd”), and Hainan (“Hainan Trade Industrial Co., Ltd”). Detailed information is presented in the section about the Fund’s subsidiary companies.
The Fund promotes the creation of technoparks in the territories of the PRC and RA, the increase of trade turnover between the countries, the exchange of advanced technologies, the financing of new developments, the attraction of grants, and cultural exchange.
Of great importance is the meeting between Nikol Pashinyan and Xi Jinping in China, which took place in the city of Tianjin at the end of August and the beginning of September 2025, during which Armenia and China established a strategic partnership.

A meeting took place between the President of the Fund and the Director of the TSAYG television company.

On February 18, 2026, in the city of Gyumri (Shirak Province), a working meeting took place between the President of the China–Armenia Regional Development Fund, Dr. Sergey Avanesov, and the Director of the TSAYG television company, Margarita Minasyan.

On February 10, 2026, in the city of Yerevan, a working meeting took place between “Altmed” and the President of the Fund.

The parties agreed to establish a strategic partnership and direct cooperation for the successful creation and operation of a Traditional Chinese Medicine Center in Yerevan.

The Fund signed a strategic cooperation agreement with Zhongyu Chuangxin Company.

On January 27, 2026, the Fund and the industrial company “Zhongyu Chuangxin” signed a strategic cooperation agreement at the Business and Innovation Center for China-Europe Cooperation in Chengdu.

On January 9, 2026, a meeting was held between the Foundation for Regional Development of Chinese-Armenian Relations and leading enterprises of Chengdu's Jinjiang District

On January 9, 2026, at the initiative of the leadership of the Jinjiang District of Chengdu, a meeting was held between the Foundation for Regional Development of Chinese-Armenian Relations (the Foundation) and leading enterprises of Chengdu's Jinjiang District (Sichuan Province). A report was presented by the Chief Executive Director of the Foundation, Dr. Sergey Avanesov. The meeting was also attended by the Foundation's General Representative in China, Mr. Ivan Qu, representatives of the Foundation's base company - "Armenia China (Sichuan) Business Services Co., Ltd", as well as the Foundation and company manager, Ms. Zhao Heng.

On March 5, 2025, a meeting was held between the Rector of YSTFI and the President of the Fund.

They also discussed strengthening collaboration in film education, with a particular focus on the possibility of Chinese students studying at YSITC. Additionally, they explored the prospect of establishing an educational cooperation center to train teachers and develop young creative talents.

On February 5, 2025, a meeting was held between Dr. Sergey (Chairman of the Fund) and the Governor of the Shirak region

On March 27, 2024 Head of Office of the Fund for Regional Development of Chinese-Armenian Relations Tina took part in the Eurasian Forum of National Cultures and Equestrian Traditions "Constellation of the First"

On March 27, 2024 Head of Office of the Fund for Regional Development of Chinese-Armenian Relations Tina took part in the Eurasian Forum of National Cultures and Equestrian Traditions "Constellation of the First".

On March 22, 2024 in Moscow, the signing ceremony of the Cooperation Agreement between the Fund for Regional Development of Chinese-Armenian Relations and Horse Breeding Development Association was held.

On March 22, 2024 in Moscow and Chengdu an Agreement on Cooperation was signed between the Fund for Regional Development of Chinese-Armenian Relations (hereinafter referred to as the Fund) and Horse Breeding Development Association (hereinafter referred to as the HBDA).

On February 20, 2024, a working meeting between the famous Russian politician Lyudmila Talabayevaand representatives of the Fund for Regional Development of Chinese-Armenian Relations took place in Moscow.

February 20, 2024, Moscow A working meeting was held between a member of the Committee of the Federation Council of the Federal Assembly of the Russian Federation of the seventh convocation on agrarian and food policy and environmental management, a representative from the legislative body of state power of the Primorsky Territory in the Federation Council of the Federal Assembly of the Russian Federation

On February 12, 2024 the Fund for Regional Development of Chinese-Armenian Relationsand GLOBALSIBEXPO signed a cooperation agreement to promote China-Eurasia cooperation and development.

In order to develop relations of comprehensive partnership and strategic interaction, entering a new era of the Russian-Chinese Treaty of Good Neighborliness, Friendship and Cooperation, in the capital of the Siberian Federal District, Novosibirsk, on November 27-29, 2024 at the International Exhibition Complex (IEC) "Novosibirsk Expo Center" (Stantsionnaya Street , building 104) the Eurasian-Chinese exhibition and forum "GLOBALSIBCHITAINEXPO" will take place.
