China–Armenia Regional Development Foundation and Guangzhou Guanghua Automotive Industry Holding Co., Ltd. Sign a Memorandum of Cooperation

On September 7, 2026, the China–Armenia Regional Development Foundation signed a Memorandum of Cooperation with Guangzhou Guanghua Automotive Industry Holding Co., Ltd. (CNIAC) in Chengdu. The document was signed by Dr. Sergey Ivanovich Avanesov, President of the Foundation, and Yang Dewen, General Manager of CNIAC, on behalf of their respective organizations. The signing marks the establishment of a long-term strategic partnership in vehicle supply, market promotion, and vehicle-purchase financing.

Under the memorandum, the parties will jointly facilitate the stable export of new and used Chinese-brand vehicles to the Armenian market through the China Nansha International Automobile Center, operated by CNIAC in Guangzhou’s Nansha District. The cooperation covers the entire process, including vehicle selection, procurement, export, transportation, customs clearance, certification, sales, and after-sales service. With a total investment exceeding RMB 1.3 billion, the center is located near three roll-on/roll-off vehicle terminals and has an annual service capacity of more than 500,000 vehicles. It currently brings together nearly 100 automotive supply-chain companies, forming a comprehensive vehicle-export ecosystem.

Regarding vehicle supply, the parties have agreed on the initial representative brands and product lines, including BYD and selected models from AITO, a brand developed in cooperation with Huawei.

In the area of financing and settlement, the Foundation will work with banks and authorized financial institutions to develop a range of financing solutions for Armenian buyers, including credit, leasing, and installment-payment arrangements. All activities will be conducted in strict compliance with foreign-exchange controls, anti-money-laundering requirements, sanctions regulations, and other applicable international compliance standards.

The memorandum establishes an exclusive cooperation mechanism. CNIAC grants the Foundation exclusive rights to act in Armenia as its organizational partner for the promotion and supply of the agreed vehicles to buyers and through sales channels introduced by the Foundation. Both parties undertake not to circumvent one another by conducting direct transactions with buyers, suppliers, or financing institutions initially introduced by the other party.

The signing of this Memorandum of Cooperation represents a concrete step toward implementing the China–Armenia strategic partnership in the field of trade and economic cooperation. It will contribute to deeper collaboration between the two countries’ automotive industries and facilitate regional trade.
